Brahma­pu­tra Val­ley Fer­til­iz­er Cor­po­ra­tion Lim­it­ed (BVFCL), a Gov­ern­ment of India enter­prise head­quar­tered in Nam­rup, Assam, has invit­ed online and phys­i­cal bids for appoint­ment of a Direct Tax Con­sul­tant for the finan­cial years 2025–27. The ten­der notice (No. A/XII/20225–27/TDS) dat­ed 15th May 2025 out­lines the scope of ser­vices includ­ing TDS/TCS return fil­ing (24Q, 26Q, 27EQ), gen­er­a­tion of TDS cer­tifi­cates from TRACES, sup­port in respond­ing to default/demand notices, and advi­so­ry ser­vices on direct tax matters.

The con­sul­tan­cy tenure is ini­tial­ly two years and may be extend­ed by one year twice, based on performance.

  • Last Date for Phys­i­cal Copy Sub­mis­sion: 12th June 2025, 3:00 PM
  • Bid Open­ing Date: 12th June 2025, 3:30 PM

Eligibility Criteria:

  • CA firms must be reg­is­tered with ICAI for at least 10 years.
  • Expe­ri­ence in TDS fil­ing and direct tax con­sul­tan­cy for PSUs/companies with turnover over ₹500 crore.
  • One work order of at least ₹1.25 lakh value.
  • Pref­er­ence to firms based in Upper Assam dis­tricts like Dibru­garh, Jorhat, Tin­sukia, etc.

The bid process fol­lows a two-enve­lope sys­tem com­pris­ing tech­ni­cal and price bids. The tech­ni­cal eval­u­a­tion will deter­mine eli­gi­bil­i­ty for the open­ing of price bids.

Firms must sub­mit sup­port­ing doc­u­ments, includ­ing PAN, GST reg­is­tra­tion, ICAI con­sti­tu­tion cer­tifi­cate, expe­ri­ence cre­den­tials, and an under­tak­ing on non-blacklisting.

BVFCL reserves the right to accept or reject any bid with­out assign­ing reasons.
