National Insurance Company Limited Invites CA for GST Consultancy
The National Insurance Company Limited (NICL), a premier public sector general insurer, has released a detailed Request for Proposal (RFP) inviting reputed Chartered Accountant (CA) Firms and LLPs for empanelment as Consultant for Indirect Taxation.
This engagement is aimed at managing and advising on indirect tax compliance including GST, service tax matters, audit support, litigation representation, and return filings across NICL’s 34 GST registrations nationwide.

Key Highlights of the Empanelment:
- Assignment Duration: 2 years from 01.08.2025, extendable by another 2 years
- Tender Fees: ₹1,000 (MSME/NSIC units exempted)
- EMD: ₹50,000 (also exempted for eligible MSEs with declaration)
Eligibility Snapshot:
- CA Partnership Firm/LLP operating for at least 20 years in India
- Must be GST Suvidha Provider
- Minimum 12 partners (with at least 4 in Kolkata)
- At least 15 qualified staff in Kolkata; 2 DISA/CISA qualified personnel
- Experience in handling Indirect Tax for clients with turnover ≥ ₹1000 crore
- Office presence in Kolkata, Delhi, Mumbai, Chennai and at least two more metro cities
Scope of Work:
- Advisory on indirect tax compliance, input tax credit optimization, statutory filings (GSTR‑1, 3B, 9, 9C)
- Drafting replies to tax notices and appearing before authorities
- Handling litigation, audits, and appellate procedures including representation at CESTAT
- Strategic tax planning and interfacing with regulators (like IRDAI)
- GST return filing, reconciliation, vendor management, and support for refund claims
Selection Criteria:
- Technical Evaluation: 70% weight (Minimum 70/100 marks to qualify)
- Commercial Evaluation: 30% weight
- Final selection will be based on combined scores following a weighted average formula
