Empanelment of CA/CMA Firms for Special Audit under UP GST Act, 2017
The Commercial Tax Department of Uttar Pradesh has issued a Request for Proposal (RFP) for the Empanelment of Chartered Accountant and Cost Accountant firms to conduct Special Audits under Section 66 of the Uttar Pradesh Goods and Services Tax (UP GST) Act, 2017.
This initiative aims to scrutinize the records and compliance of GST-registered entities to ensure transparency and curb tax evasion. The selected firms will undertake milestone-based audits, focusing on turnover accuracy, input tax credit, tax payments, and adherence to GST provisions.

- Bid Opening Date: 21st May 2025 at 15:30 hrs
- Bid Validity: 30 days from the bid end date
Eligibility Criteria:
Firms must:
- Be registered with ICAI/ICMAI and hold a valid Certificate of Practice.
- Have at least 3 years of relevant audit experience.
- Not have been found guilty of misconduct or involved in unethical practices.
- Have an office located in Uttar Pradesh.
- Be free from any ongoing investigation under various indirect tax laws.
Selection Process:
The evaluation will follow a Quality and Cost Based Selection (QCBS) method with an 80:20 weightage between technical and financial scores. Minimum qualifying technical score is 30 marks, distributed across experience, staff strength, empanelment status, and previous audit assignments, including forensic audits.
Scope of Work:
Empaneled firms will:
- Conduct special audits under Section 66 of UP GST Act.
- Submit detailed audit reports highlighting discrepancies, if any.
- Provide post-audit support in case of departmental appeals.
- Maintain confidentiality and avoid conflicts of interest.
Fee Structure:
Audit fees range from ₹25,000 to ₹3,00,000 (+GST), based on the taxpayer’s turnover. 70% of the fee will be paid after audit conclusion and issuance of ADT-04, and the remaining 30% upon issuance of DRC-07/05 if tax liability arises.
Penalty Provisions:
Delays in report submission may attract penalties up to 10%, and poor-quality audits may lead to deductions up to 80% of the audit fee.
The empanelment is valid for 2 years, extendable by another 2 years. Interested firms must submit their bids via the GeM portal (https://gem.gov.in) and ensure compliance with all RFP requirements.
