Empan­el­ment of CA/CMA Firms for Spe­cial Audit under UP GST Act, 2017

The Com­mer­cial Tax Depart­ment of Uttar Pradesh has issued a Request for Pro­pos­al (RFP) for the Empan­el­ment of Char­tered Accoun­tant and Cost Accoun­tant firms to con­duct Spe­cial Audits under Sec­tion 66 of the Uttar Pradesh Goods and Ser­vices Tax (UP GST) Act, 2017.

This ini­tia­tive aims to scru­ti­nize the records and com­pli­ance of GST-reg­is­tered enti­ties to ensure trans­paren­cy and curb tax eva­sion. The select­ed firms will under­take mile­stone-based audits, focus­ing on turnover accu­ra­cy, input tax cred­it, tax pay­ments, and adher­ence to GST provisions.

Important Dates:

  • Bid Sub­mis­sion Dead­line: 21st May 2025 at 15:00 hrs
  • Bid Open­ing Date: 21st May 2025 at 15:30 hrs
  • Bid Valid­i­ty: 30 days from the bid end date

Eligibility Criteria:

Firms must:

  • Be reg­is­tered with ICAI/ICMAI and hold a valid Cer­tifi­cate of Practice.
  • Have at least 3 years of rel­e­vant audit experience.
  • Not have been found guilty of mis­con­duct or involved in uneth­i­cal practices.
  • Have an office locat­ed in Uttar Pradesh.
  • Be free from any ongo­ing inves­ti­ga­tion under var­i­ous indi­rect tax laws.

Selection Process:

The eval­u­a­tion will fol­low a Qual­i­ty and Cost Based Selec­tion (QCBS) method with an 80:20 weigh­tage between tech­ni­cal and finan­cial scores. Min­i­mum qual­i­fy­ing tech­ni­cal score is 30 marks, dis­trib­uted across expe­ri­ence, staff strength, empan­el­ment sta­tus, and pre­vi­ous audit assign­ments, includ­ing foren­sic audits.

Scope of Work:

Empan­eled firms will:

  • Con­duct spe­cial audits under Sec­tion 66 of UP GST Act.
  • Sub­mit detailed audit reports high­light­ing dis­crep­an­cies, if any.
  • Pro­vide post-audit sup­port in case of depart­men­tal appeals.
  • Main­tain con­fi­den­tial­i­ty and avoid con­flicts of interest.

Fee Structure:

Audit fees range from ₹25,000 to ₹3,00,000 (+GST), based on the tax­pay­er’s turnover. 70% of the fee will be paid after audit con­clu­sion and issuance of ADT-04, and the remain­ing 30% upon issuance of DRC-07/05 if tax lia­bil­i­ty arises.

Penalty Provisions:

Delays in report sub­mis­sion may attract penal­ties up to 10%, and poor-qual­i­ty audits may lead to deduc­tions up to 80% of the audit fee.

The empan­el­ment is valid for 2 years, extend­able by anoth­er 2 years. Inter­est­ed firms must sub­mit their bids via the GeM por­tal (https://gem.gov.in) and ensure com­pli­ance with all RFP requirements.
