Engage­ment of GST Con­sul­tants for North East Post Office Circle

The Depart­ment of Posts, under the Min­istry of Com­mu­ni­ca­tions, has invit­ed online bids via the GeM por­tal for engag­ing Char­tered Accoun­tant firms to pro­vide onsite GST con­sul­tan­cy ser­vices for the North East Postal Cir­cle, Shil­long. This engage­ment will be for a peri­od of one year, with a pro­vi­sion for exten­sion by anoth­er year based on per­for­mance and mutu­al agreement.

Key Ten­der Details:

• Esti­mat­ed Bid Val­ue: ₹7.5 Lakhs
• EMD Amount: ₹15,000 (exemp­tions applic­a­ble for eli­gi­ble MSEs/Startups)
• Per­for­mance Bank Guar­an­tee (ePBG): 3% of con­tract val­ue, valid for 15 months

Eli­gi­bil­i­ty Criteria:

• Min­i­mum 5 years of expe­ri­ence in sim­i­lar services
• Aver­age annu­al turnover of ₹8 Lakhs (last 3 finan­cial years)
• At least 2 GST con­sul­tants, each with rel­e­vant expe­ri­ence and qual­i­fi­ca­tions (CA, CS, etc.)
• Reg­is­tered office in Shil­long is mandatory

Scope of Work:

• Pro­vide day-to-day GST advi­so­ry to DDOs
• Assist in GST return fil­ing, ITC rec­on­cil­i­a­tion, and com­pli­ance monitoring
• Con­duct month­ly train­ing ses­sions and vis­its to 13 DDOs across 6 north­east­ern states
• Offer lit­i­ga­tion sup­port, pol­i­cy guid­ance, and coor­di­na­tion with cen­tral GST consultants

Penal­ty Clauses:

• ₹10,000 per missed visit
• ₹30,000 for unau­tho­rized resource change
• Over­all penal­ty capped at 20% of total con­tract value

Inter­est­ed firms must sub­mit bids in a two-pack­et for­mat (Tech­ni­cal & Finan­cial) and adhere strict­ly to the detailed terms pro­vid­ed in the bid doc­u­ment. This ini­tia­tive aims to strength­en GST com­pli­ance across the com­plex admin­is­tra­tive frame­work of the North East Postal Circle.
